'Candy game'
The legal representative, presenting evidence, described the defendant's actions to the judicial body.
She said his victims were disadvantaged youngsters who were staying at a summer camp which he operated.
The defendant engaged in a "treat game" with the youngsters, the prosecutor said, in which he would access the children's bedrooms when they were getting ready for bed and tell them to eat sweets "as fast as possible".
She stated to the judge the defendant had played this game with the children "for many years", and minors had previously fallen ill the next day.
She explained the defendant had been capable of justifying this for many years as the minors being "overexcited from fun", until his family member had worries in summer 2025.
The prosecutor stated further: "Recently" his stepson had concerns about the activities, with valid cause.
"They decided to investigate in the individual's items."
The prosecutor stated objects including lubricant, petroleum jelly and medical needles were discovered, and his stepson contacted the law enforcement about his concerns.
She said Ruben went on to play the "sweet game" with six children that night - July 26th - and they were all ill the following morning.
"Law enforcement" had not gone out by that point," she continued.
The oversight body, the police conduct office, previously told that it was reviewing the police response of the events.
The prosecutor stated the minors were unable to walk properly due to being ill, so the stepson contacted the law enforcement a second time.
She said the man then engaged in the "sweet game" in a room of five youngsters.
